Support Grows for 'Youngtimer' Vehicle Tax Petition
A UK Parliament petition calling for a 50% reduction in Vehicle Excise Duty (VED) for vehicles aged between 20 and 39 years has gained significant support and is attracting attention across the classic and enthusiast vehicle community.
The petition proposes the creation of a "Youngtimer" category, offering a 50% VED discount for vehicles that have not yet reached the current 40-year threshold for historic vehicle tax exemption. The petition argues that keeping well-maintained older vehicles on the road can be more environmentally responsible than replacing them with new vehicles, due to the embedded carbon already invested in their manufacture.
The proposal highlights the contribution made by owners, restorers and specialist businesses who preserve and maintain older vehicles, helping to sustain the UK's rich motoring heritage and specialist engineering skills. Supporters also point to the relatively low annual mileage typically covered by enthusiast-owned vehicles.
The petition has already exceeded the 10,000-signature threshold required to receive a formal Government response and has attracted more than 50,000 signatures. If it reaches 100,000 signatures before closing on 6 August 2026, it will be considered for debate in Parliament.
While the Government has responded that it currently has no plans to introduce a reduced VED rate for vehicles aged 20 to 39 years, it has confirmed that all tax policies remain under review. The existing rolling 40-year exemption for historic vehicles will continue, with vehicles built before 1 January 1986 becoming exempt from VED from 1 April 2026.
Many Morgan owners will have vehicles that fall within the proposed "Youngtimer" age bracket, making this a topic of particular interest to the Club and the wider classic vehicle movement.
